y proporciona posibles soluciones al desequilibrio entre la carga tributaria actual y los impactos perdidos del PIB mundial y los empleos perdidos. Tambi\u00e9n insta a los gobiernos a seguir las pol\u00edticas de la Organizaci\u00f3n de Aviaci\u00f3n Civil Internacional (OACI) sobre tributaci\u00f3n en el campo del transporte a\u00e9reo (Doc 8632).<\/p>\n<p>La aviaci\u00f3n es uno de los sectores de mayor importancia estrat\u00e9gica para las econom\u00edas nacionales y mundiales, ya que genera 11.3 millones de aviaci\u00f3n directa y 87.7 millones de empleos indirectos. La industria de la aviaci\u00f3n mundial genera aproximadamente el 4.1% del producto interno bruto (PIB) mundial, ya que los trabajos de aviaci\u00f3n, en promedio, son 4.3 veces m\u00e1s productivos que los trabajos en otros sectores.<\/p>\n<p>Sin embargo, a pesar de su notable contribuci\u00f3n econ\u00f3mica, la aviaci\u00f3n est\u00e1 fuertemente gravada. Los operadores de aeropuertos pagan directamente m\u00e1s de $ 10 mil millones (cifras en d\u00f3lares estadounidenses) en impuestos a nivel mundial, lo que representa alrededor del 7.6% de los costos totales del aeropuerto. Al agregar los impuestos pagados por otras partes del transporte a\u00e9reo y recaudados a los pasajeros a\u00e9reos en los boletos a\u00e9reos, los ingresos estimados por impuestos aumentan a $ 90 mil millones a nivel mundial. Suponiendo vol\u00famenes de tr\u00e1fico a partir de 2019, la eliminaci\u00f3n de la carga fiscal sobre la aviaci\u00f3n habr\u00eda resultado en:<\/p>\n<ul>\n<li>M\u00e1s de 750 millones de pasajeros incrementales<\/li>\n<li>2 millones de empleos directos relacionados con la aviaci\u00f3n y la aviaci\u00f3n, y<\/li>\n<li>$ 93 mil millones en PIB directo.<\/li>\n<\/ul>\n<p>El impacto macroecon\u00f3mico total de eliminar la carga fiscal sobre la aviaci\u00f3n aumenta a un total de 5.2 millones de puestos de trabajo y m\u00e1s de 180.000 millones de d\u00f3lares en el PIB mundial.<\/p>\n<p>Muchos de los impuestos sobre pasajeros existentes tambi\u00e9n son econ\u00f3micamente ineficientes; los mismos ingresos fiscales podr\u00edan obtenerse por diferentes medios sin suprimir los viajes a\u00e9reos y los beneficios econ\u00f3micos derivados de ellos.<\/p>\n<p><em>\u201cEl impacto de los impuestos ineficientes e ineficaces se ha dejado muy claro a lo largo de la pandemia de COVID-19, donde las industrias que dependen de la aviaci\u00f3n se han visto seriamente afectadas por la p\u00e9rdida de servicios a\u00e9reos a nivel mundial\u201d<\/em>, dijo el director general de ACI World, Luis Felipe de Oliveira.<\/p>\n<p><em>\u201cLos reg\u00edmenes fiscales complicados en las diferentes jurisdicciones dificultan la fijaci\u00f3n de precios adecuados de los servicios a\u00e9reos, son dif\u00edciles de entender para los consumidores y distorsionan la competencia real en el transporte a\u00e9reo. La desgravaci\u00f3n fiscal y los reg\u00edmenes fiscales eficientes y transparentes respaldar\u00e1n la recuperaci\u00f3n de la industria y, en paralelo, la recuperaci\u00f3n de las econom\u00edas a las que servimos\u201d<\/em>.<\/p>\n<p><em>\u201cPara ayudar a simplificar la situaci\u00f3n para todas las partes y apoyar la recuperaci\u00f3n de la aviaci\u00f3n luego del impacto de COVID-19, ACI World est\u00e1 pidiendo impuestos de aviaci\u00f3n justos, transparentes y no discriminatorios. La orientaci\u00f3n existente de la OACI sobre tributaci\u00f3n, tal como se formula en el Doc 8632, es pertinente y adecuada a este respecto. pol\u00edtica fiscal:<\/p>\n<ul>\n<li>Deber\u00eda haber una aplicaci\u00f3n no discriminatoria de impuestos y no deber\u00edan imponerse impuestos \u00fanicamente a la aviaci\u00f3n.<\/li>\n<li>Los impuestos deben ser simples de implementar y f\u00e1ciles de entender; Existe una confusi\u00f3n entre los t\u00e9rminos \u201ctasas aeroportuarias\u201d e \u201cimpuestos\u201d cuando se aplican a los grav\u00e1menes sobre los billetes de avi\u00f3n, confusi\u00f3n agravada por la confusi\u00f3n intencionada de los dos t\u00e9rminos por parte de algunos.<\/li>\n<li>Los impuestos nunca deben dise\u00f1arse para permitir la imposici\u00f3n de otro impuesto que magnifique los desincentivos econ\u00f3micos de los viajes a\u00e9reos.<\/li>\n<li>Los impuestos deben fundamentarse con un an\u00e1lisis de costo-beneficio considerando beneficios econ\u00f3micos m\u00e1s amplios y no dise\u00f1ados simplemente para impulsar los ingresos consolidados de los
