class=\"elementor-text-editor elementor-clearfix\"><p>El combustible sostenible de aviaci\u00f3n, o SAF, por sus siglas en ingl\u00e9s, es piedra angular en la ruta para el cumplimiento de los objetivos ambientales que se plante\u00f3 la industria a\u00e9rea para alcanzar cero emisiones netas en 2050. Adem\u00e1s, es un potente motor econ\u00f3mico con perspectivas de generar importantes aportes socioecon\u00f3micos en el corto, mediano y largo plazo para los pa\u00edses.<\/p>\n<p>En la regi\u00f3n de Am\u00e9rica Latina y el Caribe, el desarrollo de una industria productora de SAF requiere de la cooperaci\u00f3n entre Estados e industria privada y de un marco regulatorio eficiente y con seguridad jur\u00eddica para atraer las inversiones.<\/p>\n<p>Lograr esta colaboraci\u00f3n entre el sector p\u00fablico y privado es uno de los temas prioritarios en la agenda del ALTA Aviation Law Americas 2022 que se celebra del 14 al 16 de septiembre de 2022 en Rio de Janeiro, Brasil. El primer panel de la conferencia estuvo dedicado a SAF, con la participaci\u00f3n de Pedro de la Fuente, gerente senior de asuntos externos y sostenibilidad de IATA como moderador, Erasmo Batistella, CEO de la compa\u00f1\u00eda energ\u00e9tica BSBIOS, y Johanna Cabrera, Subgerente de Sustentabilidad de la aerol\u00ednea LATAM.<\/p>\n<p>Los expertos debatieron sobre los avances del sector privado en el despliegue de los SAF, las cifras de crecimiento econ\u00f3mico derivado de esta industria, las pol\u00edticas p\u00fablicas necesarias para atraer inversiones, la demanda existente y proyectada de las aerol\u00edneas y las perspectivas para los pr\u00f3ximos a\u00f1os.<\/p>\n<p><em>\u201cLa transici\u00f3n de combustibles basados en hidrocarburos hacia SAF requiere crear desde la base una cadena de producci\u00f3n y distribuci\u00f3n. Previamente, es necesario el trabajo alineado industria-gobierno, el cual es cr\u00edtico para lograr pol\u00edticas eficientes, pues es necesario tener certeza jur\u00eddica que permita inversiones y el desarrollo de infraestructuras que generen competitividad. La regi\u00f3n cuenta con toda la materia prima necesaria y la capacidad de generar los empleos necesarios para lograrlo. Por nombrar un ejemplo, ya que estamos en Rio de Janeiro, Brasil tiene el potencial con sus materias primas de abastecer m\u00e1s del 30% de la demanda global de SAF para 2030. Es una gran oportunidad que no podemos desaprovechar\u201d<\/em>, comenta Jos\u00e9 Ricardo Botelho, director ejecutivo &amp; CEO de ALTA.<\/p>\n<p>Erasmo Battistella, CEO de BSBIOS, comparti\u00f3 los detalles de la que ser\u00e1 la primera planta de SAF en Am\u00e9rica Latina y Caribe en Paraguay. Entre los n\u00fameros destacados: la producci\u00f3n de 20 mil barriles por d\u00eda con un capex estimado de 1.1 billones de d\u00f3lares a partir de 2025 con materias primas aceite de soya, aceite reciclado y grasa animal. Battistella destac\u00f3 que <em>\u201ces fundamental revisar las legislaciones sobre las materias primas y tener una certificaci\u00f3n \u00fanica en todos las pa\u00edses de lo contrario esto encarece el precio del SAF y dificultar su acceso\u201d<\/em>. Batisttella destac\u00f3 igualmente la importancia de la seguridad jur\u00eddica y el acceso a capital como claves para que haya inversiones en la regi\u00f3n. <em>\u201cParaguay ha ofrecido las mejores condiciones tributarias y de competitividad para la exportaci\u00f3n. Esta regi\u00f3n tiene todas las materias primas como ninguna otra y debemos trabajar autoridades e industria para tener las condiciones que permitan el desarrollo e la industria en nuestros pa\u00edses\u201d<\/em>.<\/p>\n<p>En el \u00e1mbito de la transici\u00f3n energ\u00e9tica, la industria a\u00e9rea y los gobiernos persiguen metas en com\u00fan: la total descarbonizaci\u00f3n de las operaciones a\u00e9reas y la reducci\u00f3n de emisiones de gases de efecto invernadero. De acuerdo con ICF, miembro de ALTA, la industria global de aviaci\u00f3n necesitar\u00e1 330 a 445 millones de toneladas de SAF por a\u00f1o, el equivalente a 180 mil piscinas ol\u00edmpicas y actualmente la producci\u00f3n de SAF es menos del 0.01% del consumo global de combustibles jet.<\/p>\n<p><em>\u201cLa industria de la aviaci\u00f3n es una caracter\u00edstica vital de nuestro mundo moderno y globalizado, sirviendo de conducto esencial en el comercio mundial y el desarrollo econ\u00f3mico. Sin embargo, estos beneficios de conectividad crean un reto medioambiental. Si bien el sector de la aviaci\u00f3n reconoce la creciente y urgente necesidad de que la sociedad aborde el reto global del cambio clim\u00e1tico, tambi\u00e9n desempe\u00f1a un papel vital en la promoci\u00f3n del desarrollo sostenible y debe seguir siendo segura, asequible y accesible para garantizar la movilidad de forma equitativa a todos los sectores de la sociedad. Por ello, necesitamos el apoyo de los gobiernos en asegurar la adopci\u00f3n de un objetivo de largo plazo durante la pr\u00f3xima asamblea de la OACI para la implementaci\u00f3n de una pol\u00edtica harmonizada y objetivos comunes en nuestra meta de descarbonizaci\u00f3n\u201d<\/em>, comenta Pedro de la Fuente, Externals Affairs &amp; Sustainability de IATA<\/p>\n<p>La regi\u00f3n es la que tiene el mayor potencial de producir SAF en el mundo. Sin embargo, a\u00fan carece de las infraestructuras necesarias y del marco jur\u00eddico para establecer una industria productora que satisfaga la demanda local e incluso exporte el combustible sustentable a otras latitudes.<\/p>\n<p>Johanna Cabrera, Subgerente de Sostenibilidad de LATAM Airlines, destac\u00f3 en su intervenci\u00f3n la urgencia de pol\u00edticas p\u00fablicas que contribuyan a generar incentivos y seguridad jur\u00eddica para apalancar las inversiones necesarias para el desarrollo de una industria productora de SAF en la regi\u00f3n. &#8220;LATAM buscar\u00e1 que para el 2030, el 5% del combustible empleado sea SAF, una medida importante que acompa\u00f1a otras iniciativas como las medidas operacionales y compensaci\u00f3n de emisiones de alta calidad&#8221;. Cabrera tambi\u00e9n destac\u00f3 que precisamos como industria cuidar que la transici\u00f3n energ\u00e9tica sea eficiente y se cuiden los precios de modo que no se incrementen las tarifas de los tiquetes a\u00e9reos que hace a\u00f1os la industria viene reduciendo a trav\u00e9s de medidas operacionales y otras iniciativas.<\/p>\n<p>La Asociaci\u00f3n Latinoamericana y del Caribe del Transporte A\u00e9reo (ALTA) promueve una agenda de objetivos y proyectos dirigidos a lograr el despliegue de los SAF en la regi\u00f3n. Entre las propuestas promovidas en un trabajo conjunto con la Comisi\u00f3n Latinoamericana de Aviaci\u00f3n Civil (CLAC) se incluyen: el incentivo a programas de producci\u00f3n de SAF que incluyan garant\u00edas de pr\u00e9stamo o subvenciones, el apoyo a la investigaci\u00f3n y desarrollo de la cadena de suministro, y la creaci\u00f3n de un marco normativo adecuado para que el capital se invierta de la forma m\u00e1s eficiente.
